The ADOC's hub-and-spoke operating model reflects hard-won lessons from previous digital transformation efforts that failed by over-centralizing. A central organization oversees governance, funding, and technical expertise, while mission-focused teams are embedded across directorates and distributed to theater Combatant Commands. That distribution matters because the adversary scenarios that most stress U.S. forces are not scenarios in which connectivity to central data centers is reliable. A Pacific contingency involving contested maritime and air domains is precisely the environment in which centrally hosted data systems become liabilities and distributed, edge-resident data operations become requirements. The Army's architecture for the ADOC suggests the service understands that data centricity and operational resilience are not competing objectives — but achieving both requires distributing the data infrastructure itself, not merely the access to it. The center's stated near-term goals include operationalizing data for AI and machine learning, standing up and managing the Army's AI model garden, and shortening the sensor-to-shooter timeline in ways that reduce the cognitive burden on commanders without removing human judgment from consequential decisions.
Governing the AI Model Garden

It is a managed ecosystem in which trained models are validated against operational requirements, versioned, approved for specific use cases, and updated as conditions change — with governance processes that track which model authorized which output, under which conditions, and against which threat classes. For classification-sensitive military applications, each model in the garden must carry provenance metadata about its training data, a record of its validated performance envelope, documented failure modes, and a defined scope of authorized application. What Connects the Kill Chain
The near-simultaneous emergence of the Army ADOC and the DIA DMA in the first quarter of 2026 reflects the same underlying recognition: the United States military has built a formidable sensor architecture over two decades and has consistently failed to connect that architecture to decision-making at the speed modern conflict demands.
